The rich natural and cultural heritage is a defining element of place identity.It brings communities together and builds shared understandings of the places we live in. It is also a very useful territorial resource,  key component of the territorial capital of regions that can enhance social cohesion, employment and economic growth and stimulate place-based policies. Since 2018 is the European Year of Cultural Heritage, events are planned all over Europe to encourage people to discover and engage with Europe’s cultural and natural attractions, so as to enhance our sense of a European belonging. The European Year is an occasion to reflect on the place that cultural and natural heritage occupies both in our lives and for territorial development and to often alert about the need to protect such unique values for the future generations.

It is thus evident that nature and culture as an indivisible whole is an idea whose time has come ! This means that natural and cultural heritage should be recognized, understood, planned and managed together !  This may be besides create efficeincy of place-based policies.  In this context, natural and cultural attractiveness of cities and territories and the achievements of culturally and nuturally creative cities, territories and nations  will be fully discussed in the international Event entitled "Nature and Culture-based strategies and solutions for cities and territories : an idea whose time has come !" organised by the international non-profit entreprise “SDMed Observation Planning and Eco-Innovation” and supported by Panteion University of Social and Political Sciences and the School of Applied Arts and Culture of the University of West Attica, on 26, 27 & 28 November 2018, in Athens. 

Nature and culture-based solutions are often less costly, more resilient and more effective in the long term, they can create jobs and economic growth, they can promote frugality of cities and territories.

The event is not strictly European. All the nature and culture science, policy and business world meets here ! It brings together scientists and cities and territories from all over the world that plan or implement innovative nature and culture-based solutions, to create a world-wide forum of exchange. Scientists, academia, policy-makers, representatives of cities and regions together with entreprises, private and social ones and citizens will meet in order to discuss key themes like :

    1. Natural and Cultural Heritage (tangible and intangible) as Strategic Territorial Development Resources
    2. Linking natural and cultural heritage 
    3. Natural and cultural heritage : planning, management, governance, marketing, funding
    4. Marine natural and cultural heritage - Maritime spatial planning and cultural values
    5. Cultural heritage, archaeological sites, monuments and lighting
    6. Soundscapes, Lightscapes, Nightscapes as elements of the culture of the places
    7. Shaping places with nature and culture
    8. New mapping and surveying technologies

Special emphasis will be given to the Mediterranean region with its rich natural and cultural diversity, both terrestrial and marine.

Thus, the Conference will also host the MED Social & Creative community featured by TALIA (Territorial Appropriation of Leading-edge Innovation Actions), the Interreg-MED Programme's horizontal project promoting the coherence and impact of modular projects addressing the topics of Cultural and Creative Industries and Social Innovation. The community aims at connecting social and creative innovators in the Mediterranean to consolidate and share new models of development. Besides two other INTERREG-MED projects namely BLUEISLANDS and ALTER ECO endorse the Event and will actively participate by organising an special SESSION.

Furthermore, a key issue to be discussed is about soundscapes considered as part of natural and cultural heritage also as a follow-up of the ECHOPOLIS International 2013 & ECHOPOLIS National 2017 forums organised by SDMED in the past years. 

The heritage and identity character of urban soundscapes and landscapes has been recognized recently. An example is the inscription of the Jemaa El Fna Square on UNESCO's list of intangible cultural heritage that has introduced or encouraged a new heritage register based on the consideration of oral expressions as they unfold in the urban space. More generally, sounds are part of the cities and the places, part of their sensorial landscape, of their identity. They are one of the urban markers, just like the visual landscape. The relationship between soundscapes, heritage and attractiveness (including tourism) remains to be further explored.

The Conference is addressed to scientists and practitioners from all the traditional disciplines dealing with natural and cultural heritage ob earth and in the marine environment (territorial planners, architects, landscape architects, engineers, light and sound designers, geographers, historians, oceanographers…) but also to computer scientists/engineers, digital humanities researchers, creative industries-heritage professionals, museum specialists, human-computer interaction practitioners, and creative industries professionals.

To open a wide public discussion on these issues and reveal best practices, the International Meeting is calling for contributions, that is papers on research/technological development and concrete case-studies in the following areas :

Publish your full paper !

Due to time constraints, it will be possible for the full papers to be submitted after the completion of the conference in order to be included in the electronic and/or printed version of the Conference Proceedings that will be issued on January 2019. Other possibilities of publication of the presented arcticles were agreed as follows

 1. Policy-oriented papers will be selected and published in European Quarterly of Political Attitudes and Mentalities in the EQPAM Special Issue of January 2019. EQPAM is a peer-reviewed open access research journal, which ensures archiving and indexing of published papers and online visibility. More information is available on EQPAM’s website.

 

2. Tourism-related papers will be selected and submitted to the International Journal of Tourism Studies, EMERALD. A Thematic Issue of IJTC will be published in 2019.

 

3. Territorial and regional development oriented papers will be selected and submitted to the Regional Science Inquiry Journal.

"My City, sounds and emotions" Contest for youngsters 2017

In the framework of the ECHOCITIZEN action a contest amongst young people 15-22 years old, is taking place. 

2017 topic : "Athens: my city is a Soundream"

"What is the heart of a city ? The soul of a city? (...) How do we know a city ? How do you know your city ? " is wondering the writer and essayist Georges Perec. City dwellers certainly experience that : the city narrates our dreams, our desires, our sorrows, our daily joys. The city is made of emotions and sounds that tell us how to live together… 

If you are 15-22 years old, 

  • You are then invited to tell us about your city’s sounds, emotions and images and all this in one minute’s time : this is the challenge that we now offer to you, the youngsters of Athens. With only one constraint, to use your mobile phone to tell us about your city and its sounds from the most positive to the most negative ones… 
  • The instructions are simple :

  • Best Scenario   
  • Prizes will be awarded to the winners on December 18, 2017 by the ECHOCITIZEN SDMed team and its partners, during an award ceremony that will take place at Panteion University.

Are European planners familiar with ESPON findings?

Integrating ESPON in higher education and policy making at central, regional and local levels

The Greek ESPON Contact Point organized, in cooperation with the ESPON Coordination Unit and the ESPONTrain Partners, the Final Transnational ESPONTrain Conference“Are European planners familiar with ESPON findings? Integrating ESPON in higher education and policy making at central, regional and local levels”. The Conference took place in Athens (Greece) on 3-4 April 2013 and brought together 298 participants representing the ESPON CU, ESPON Monitoring Committee, ESPON Contact Points, ESPONTrain Tutors and Trainees as well as stakeholders participating in ESPONTrain and previous TNAs (e.g INTERSTRAT), mainly Universities and training centres (e.g the National Center of Public Administration ) but also ministries and regional/local authorities. Postgraduate and graduate level students in territorial development fields were also present.

As recent ESPONTrain implementation showed and this is widely reported, the best part of the teaching/learning experience is the fact that ESPONTrain largely neutralized some of the skepticism surrounding the ESPON projects, clearly marked their limits and highlighted the benefits from their use in every-day planning and policy making.

Purpose of the event

The purpose of the Seminar was two-fold:

  • Enhance transnationality of the ESPONTrain Project, bringing together the ESPON Coordination Unit, 10 ESPONContact Points (ECPs) participating in the ESPON Programme as well as trainers and trainees involved in the ESPONTrain Virtual Learning Environment Project. This first day focused on the issue of using ESPON findings in higher education and in territorial development strategies. Participants mostly came from higher education institutions, both professors and students as well as from state and regional authorities.
  • allow policy makers and practitioners to discuss themes for further integration of the ESPON knowledge in the implementation of territorial development and cohesion in Southern Europe and the Mediterranean.

The ESPONTrain Conference succeeded in promoting dialogue between political leaders, policy makers, academics and professionals on the field of territorial development and cohesion and was structured around the following topics:

  1. The progress of the ESPONTrain Project, its results, its evaluation as well as the perspectives of further development of the ESPONTrain VLE model in the ESPON countries;
  2. The use of ESPON findings in spatial planning and in territorial development focusing on European cities and regions;
  3. The ongoing spatial and urban planning reform in Greece and in other ESPON countries and particularly in relation to the use of the ESPON findings;
  4. The profile of European planners (qualifications, skills, etc.) required to meet the challenges of territorial development and cohesion in Europe and the necessary innovation that ESPON can bring in its education.

Welcome and Opening Speeches

Participants were welcomed by the Vice Rector of Panteion University of Social and Political Sciences of Athens and the Greek ECP. Salutations were given by : the Minister of Environment, Energy and Climate Change, the Vice Rector of the National Technical University of Athens, the Greek representative in the ESPON Monitoring Committee, Representatives of the Region of Attica, members and experts of the Greek ECP.

The opening speeches by Peter Billing ( ESPON CU) and Stella Kyvelou (ESPONTrain LP) identified the ESPONTrain Project in the larger context of ESPON and its concept, structure, achievements, results and lessons learned by its implementation in the ESPON countries.

Followed 4 Round Tables that gave the opportunity to explore the degree of appropriation of the ESPON Findings both by the academic community and the state, regional and local authorities and the great potential of ESPON knowledge demand by higher education and stakeholders that the ESPONTrain could efficiently respond to, in the near future. These round tables also gave the opportunity to present ESPONTrain Project’s implementation in each participating country from different points of view, the one of the ECPs and this of the Trainers and the Trainees involved in the educational cycles which inspired the discussion on future ideas and demands for further implementation.

Priorities for further development of ESPON education activities

There is indeed a large potential in ESPON education, a fact that was clearly revealed by the ESPONTrain Final Transnational Conference and the participating ECPs asked for the continuation of the Project in order to reach more target groups of potential trainees and add more knowledge coming from the ESPON Projects in the existing ESPONTrain Virtual Learning Environment.

The ESPONTrain project contributed to the familiarization of specific target groups with ESPON results and vocabulary, but has also been a major input to the strategic goals of ESPON: on the one hand forming the next academic generation in ESPON related research, and on the other hand contributing to the “European territory of tomorrow”by developing learning efforts towards higher education institutions.

Furthermore, Since a large majority (70%) of the countries involved in the ESPONTrain Project were Mediterranean and Balkan (Greece, Italy, Slovenia, Cyprus, Malta, Romania, Bulgaria) and due to the positive response of the trainees and trainers in this region, a new initiative based on the ESPONTrain VLE Project could be considered in form of an educational ESPON “pole of competence” in the Mediterranean region, which also would contribute to the extension of ESPON towards neighboring countries. The location of this “pole” could be Greece or Cyprus which can have significant results for the extension of ESPON towards neighboring countries. This strategic goal of ESPON can be facilitated by and based on the ESPONTrain VLE Project.

The above proposal has been assisted by all Greek Universities and Training Centres present at the Conference as well as by Greek politicians.

Another important continuation, capitalization and synergy effect of the ESPONTrain Projects’ philosophy and successful implementation is the new TNA entitled “USESPON” whose Lead Partner is the UK ECP (RTPI) and partner with tasks mainly related to VLE further development mainly on ESPON Tools and the use of ESPON findings by regions is the Greek ECP (Panteion University) that is the Lead Partner of the ESPONTrain Project.

Considering that the theme is interesting to a wider audience, ESPON Contact Point will produce a report which aims at disseminating the main outcomes of the event based on the discussions registered during the Conference.This report may also be useful for the "USESPON" TNA.

SDMed participates in the CreativeMED Conference

The CreativeMED project, capitalising five successful projects of the MED programme 2007-2013, aims to deliver a bottom-up smart specialisation framework leveraging the creativity and innovation potential of the Mediterranean “spirit” (such as cultural traditions and identities, openness and willingness of people to network and share, capacity to integrate technical with social innovation etc.). This conference is the first public event whereby the specific aspects of the framework are presented and validated against a number of regional smart specialisation strategies currently in preparation. The ultimate goal is to identify, trace and convey alternative innovation models, which create economic value by using culture-based dynamics.
