Philippe VERMEULEN, born in Oostende, Belgium, has been a federal civil servant for over 30 years of which 16 years as a senior civil servant..He started his career at the state owned shipping lines whilst taking up university courses obtaining a masters degree in political sciences (1985).Later on whilst working for the Ministry of the Interior on linguistic policies issues, he obtained a post university graduate in Social Law (1986) and administrative law (1988). His further career is marked by being promoted to senior posts in the public administration where he dealt with senior civil servants management, planning and selection, international relations, public consultancy and many other matters.

He was also invited to join the cabinet office of several federal and regional ministers responsible for civil service affairs (1990 - 1992 & 1998 - 1999), internal affairs (1990 - 1992), social security and pensions (2004 - 2006).He was also the secretary general of the Supreme Administrative Court (Conseil d'Etat) of Belgium (2000 - 2003). Philippe is currently a senior adviser (councillor general) working at the federal public service of Personnel and Organisation dealing with organisational and personnel development after spending one year (2008 - 2009) in Paris working for the OECD (SIGMA) doing missions in the Western Balkans and the Southern Caucasus.
